BENT GRASS METROPOLITAN DISTRICT FAQ

- When and how was the Metropolitan District Formed?
- The Bent Grass Metropolitan District was formed through the Service Plan adopted on September 24, 2007. The Service Plan can be found on the District website under “District Resources.”
- What Services does the Bent Grass Metropolitan District provide?
- Currently the District provides funding for public infrastructure, operations and maintenance of certain tracts and open spaces (View the map on the home page), Covenant Enforcement, and storm water detention pond maintenance.
- Why does the Bent Grass Metropolitan District not provide some services that other communities do provide?
- The Service Plan that was adopted in 2007 states the services that the Metropolitan District may provide and the District cannot provide any services outside of that scope without an amendment to that service plan. The Board of Directors of the Metropolitan District may choose to provide any scope of service allowed by the Service Plan as they see fit and appropriate.
- How was I informed I was purchasing property within a Metropolitan District?
- Any fees, rates, charges, tolls, penalties, etc. that the District has been permitted to collect from the properties are disclosed by a title commitment arranged by the property seller.
- How does the Metropolitan District receive its funding?
- The Bent Grass Metropolitan District receives money from a portion of the property taxes at a rate set forth through the Mill Levy that is adopted with the District’s budget every year. The Districts Current Mill Levy Rate (2025) is 34.641 total, of this total 26.000 is obligated to debt and the remaining 8.641 is dedicated for Operations and Maintenance.
- How are our property taxes calculated?
- Any resident can calculate their estimated yearly tax payment toward the Metro District by multiplying the actual value of their home by the current Assessment Rate (6.7%) to get the current Assessed Value (AV). Then, take the AV and multiply it by the total Mill Levy (both debt and O&M), and finally divide that number by 1,000. A sample calculation can be found in the Annual Report under “District Resources”
Example:
Home Value is $500,000
$500,000 x 6.7% (current RAR)
= 33,500 (AV)
33,500 x 34.641 (current mill levy) = 1,160,473.50
÷ 1,000
= $1,160.47 / year
- What do the property taxes get used for?

- How much is the District debt?
- In 2020, the district issued a general obligation limited tax refunding and improvement bond of $6,750,000. The District is currently discussing refinancing the debt in 2025 to a lower interest rate.
- When were the Covenants adopted for the District?
- The Bent Grass Filing No. 1 Covenants were adopted and recorded with the County by the landowner on June 11, 2015. The Bent Grass Filing No. 2 Covenants were adopted and recorded with the County by the landowner on December 2, 2020. Copies of both sets of Covenants can be found on the District website under “District Resources.”
- When were the Design guidelines adopted for the District?
- The District Design Guidelines were adopted by the Board of Directors in May of 2023 during a public meeting.
- Can the Bent Grass Metropolitan District enforce parking on public right of ways?
- Yes. District legal counsel has advised the Metropolitan District Board they have the authority to enforce parking on public right of ways.
- Is the Metropolitan District funding Operations off of Covenant Enforcement fines?
- No. The Metropolitan District does not budget their funding off of collecting fines. The District’s primary source of funding is property tax revenue.
- Who provides snow removal?
- El Paso County is responsible for providing snow removal on all public streets. The Metropolitan District provides snow removal in front of mailbox kiosks and tracts the Metropolitan District owns.
